A buildout moves town to town faster than any portal can keep up. A tower crew finishes one market Friday and is expected eighty miles away Monday — and the only rooms in range went to the highway crew that arrived first. The climb is scheduled. The crew is in the wrong town.
Where the crew sleeps decides whether they climb safe. A tower hand bunked an hour from the site, up at four to beat the wind window, is a fatigued worker going to height. Fatigue and commute are documented safety factors, not abstractions, and the work is unforgiving of both.
Rural broadband programs add a paperwork layer. Federally funded builds carry reporting and audit obligations, and a lodging record that cannot be reconstructed against the crew and the market is a finding waiting to happen.
